License Types & Eligibility
Standard Cultivation Licenses
Authorized to cultivate up to 1,000 flowering plants (and associated immature plants), a cultivation license permits you to grow, cure, process, internally test, store, package, label, and transfer cannabis on the same island. Licenses are tiered by plant count:

- Level I (≤100 plants): $1,000 application; $500 for existing local farmers
- Level II (≤500 plants): $2,500 application; $2,000 for existing local farmers
- Level III (≤1,000 plants): $5,000 application; $4,500 for existing local farmers
All standard cultivation licenses carry an annual renewal fee matching the application fee and are capped at $20,000.

Micro-Cultivation Permits
Ideal for small-scale operators, a micro-cultivation permit authorizes up to 50 flowering plants (plus 200 immature plants). Key requirements:

- Residency: 3 consecutive years and 7 cumulative years in the USVI
- Exclusivity: Permit holders cannot hold any other cannabis license
- Commercial Use: All harvested product must be sold or transferred—no personal use
The $1,000 application (and renewal) fee is partially refundable upon denial, and each individual or entity may hold only one micro-cultivation permit.

Zoning & Operational Requirements
Eligible cultivation sites must be in zones A-1, A-2, R-1, or R-2, as determined by the Department of Planning and Natural Resources. Successful applicants must submit:

- Site Layout: Detailed premises diagram and workflow map
- Environmental Plan: Measures for energy use, water conservation, and waste disposal
- Security Protocols: Perimeter controls, surveillance, and access logs
